A specific fan accessory, designed to reduce the fan 'whine' that can occur in certain situations – when the fan is in an 'intake' configuration, has an obstruction right in front of it (it doesn't have to be a radiator, even a 1cm mounting rail on the side is enough), and the fan is very powerful with high static pressure (which the Noctua G2s certainly are). This accessory helps by reducing air turbulence around the blades, which results in a change to the spectrum of noise produced (the fan then 'hums' more and 'whines' less). It's important to realise that the frame doesn't reduce the noise produced by the fan, it just eliminates the turbulence that causes the unpleasant sound.
