I bought it because I found a box of old rechargeable batteries that hadn't been used for a long time and I wanted to see if they would still be usable.
The Refresh function really works for this, you just have to convince the charger at the beginning to give the batteries a chance. She tried charging some for about 1 minute and then said she couldn't do it anymore, but after repeating it a few times she finally changed her mind. Some over-discharged ones it didn't detect at all, and I had to briefly connect them to another charged one to get it to catch on.
And when the batteries finally catch up, expect the Refresh feature to run for a week or two to have a real effect.

Charges even older/worse cells with higher internal resistance, which some chargers refuse (a big advantage! )
