The cable is useless for what I bought it for. I wanted to use the MAC Mini as a USB C to HDMI adapter. Unfortunately M1 does not support this. Everything is fully functional in Windows. So be careful, if you don't know this, don't add to your problems unnecessarily.
For anybody who wants to extend to dual monitors working from home and the laptop has only 1 HDMI 1.4 female input and 1 USB-C input (with Thunderbolt capability), I didn’t need to buy a docking station to extend my laptop to 2 monitors. First have a HDMI -> HDMI cable for one of the monitors, and then this cable HDMI -> USB-C. No expensive docking station required. Unless you want more USB ports etc. I thought HDMI 2.1 cable is specifically for 2.1 devices, but apparently this works on my monitor with HDMI 1.4 port to my USB-C input in laptop without any issue. So HDMI 2.1 is backward compatible to HDMI 1.4. My non-fancy non-4-K normal Dell P2422H monitor doesn’t have sound but youtube videos play fine.
